Whereas the National Safety Council and the Consumer Product Safety Commission has found that the operation of ATV’s can be extremely hazardous;

Whereas it has been an extreme benefit to the health and well being of motorcycle and bicycle riders to wear a helmet in order to avoid serious injury;

Whereas the types of injury, mainly to the head of the operator, has been similar to those types of injuries sustained in accidents involving ATV’s;

…that the National Institute for Farm Safety, Inc., recommends that the manufacturers of all ATV’s provide the approved type and size of helmet for operators of all newly purchased ATV’s;

Furthermore that such head protection be incorporated in the initial price of every new ATV.
