Contact with Overhead Power Lines

Whereas numerous accidents involving contact with overhead power lines and resulting in serious injury or death continue to occur in a wide range of agricultural settings;

Whereas the National Institute for Farm Safety, Inc., resolved on October 17, 1984 “to contact the appropriate voluntary standards organizations, ANSI, NFPA, and ASAE, to review their minimum vertical clearance of wires, conductors and cables above ground, rail and water requirements..”;

Whereas the stated purpose of the National Electric Safety Code (ANSI C2 standard) is to safeguard persons from hazards arising from the installation, operation, or maintenance of overhead electric power supply lines;

Whereas the minimum vertical clearances of overhead power lines in agricultural areas specified under Rule 232 of the National Electric Safety Code have not been changed to reflect the changing needs of agriculture in the United States;

Be it therefore resolved…

…that the National Institute for Farm Safety, Inc., is opposed to the continued acceptance and publication of Rule 232 without a comprehensive and detailed analysis of the hazards presented by overhead electric power supply lines in modern agriculture, to determine if the fundamental purpose of the National Electric Safety Code is being met.

Be it further resolved…

…that the National Institute for Farm Safety, Inc., shall express the aforementioned concern in the form of a recommendation to the National Safety Code Committee and the ANSI Board of Standards Review.

Be it further resolved…

…that members of NIFS members are encouraged individually to communicate this concern to the National Electric Safety Code Committee and the ANSI Board of Standards Review.

Be it further resolved…

…that individual NIFS members are also encouraged to contact local power companies and state and national rural electric co-ops drawing their attention to recognized electrocution hazards, and urge them to take corrective actions such as burying the power line.

And, be it further resolved…

…that the Secretary of NIFS will forward a copy of this resolution to the Association of Rural Electric Cooperatives and the National Food Energy Council.
